N.O.A.M. Industrial Park aligns with a national vision for Negev development, supported by government projects to promote the region. The government's holistic approach recognizes the interdependence of living and working environments, guiding the park's development to improve quality of life through education, environment, transport, and tourism. Plans aim to expand activities and user base, fostering community interactions across diverse demographics. N.O.A.M. seeks to shift focus from factory needs to worker and visitor amenities. Its strategic goals include creating stable jobs in the Negev and Israel, linking industry to education and research, developing pleasant public spaces, and promoting smart management with advanced infrastructure. The plan comprises three parts: the strategic vision, recommendations for the master plan reviewed by consultants, and trends in industrial zone planning, covering program use, architecture, landscape, and transportation to enhance development nationwide.
